The original Opportunity Zones (OZ) program offered generous tax incentives for private investors but no affordability requirements, no community benefit standards, and little transparency about where capital was going or what it was doing when it got there. In some communities, the OZ designation didn’t just attract investment, it accelerated displacement.
OZ 2.0 has the potential to better serve disinvested communities. Significant changes and new zone designations will take effect in January 2027. Community developers can play a critical role in ensuring that OZ investments align with local priorities and create lasting community benefit.
